Summary

Reconstruction of the roadway including:

  • Realignment back into the right-of-way

  • Upgrading drainage culverts

  • Installation of new guardrail

  • Wetland mitigation on shoreline of new Adams St. Park

The Problem

Roadway failure due to subsurface geologic failure including:

  • Broadway Avenue has been pushed up to 40 feet outside the right-of-way

  • Surface water from the adjacent hillside is impounded behind an undersized culvert exacerbating the pushing and deteriorating the roadway base

  • Key route to Woodlawn neighborhood and Hoquiam Plywood Co. facing road closure

The Project

  • Funding Sources: STP (federal grant) and City funds

  • Current Status: design phase, right-of-way acquisition, and permitting

  • Construction expected 2026

  • Budget:

The Impact

The project intends to:

  • Reconstruct the failing roadway back in the right-of-way

  • Correct the drainage to preserve the new roadway

  • Maintain connectivity between Woodlawn, Hoquiam Plywood, and Downtown

  • Increase safety with wider shoulders and new guardrail
