City of Hoquiam Receives Clean Audit for 2025 Financial Statements and Federal Grants
Washington State Auditor issues unmodified opinion on City’s 2025 financial statements

HOQUIAM, Wash. — September 2, 2026 — The City of Hoquiam announced today that it has received a clean audit for its 2025 Financial Statements and Federal Grants from the Washington State Auditor’s Office. The audit report, published August 31, 2026, covered the period January 1, 2025 through December 31, 2025, and stated that the Auditor issued an unmodified opinion on the fair presentation of the City’s financial statements in accordance with its regulatory basis of accounting.
The audit also reviewed the City’s compliance with federal laws and regulations related to federal grant activity. In 2025, the City managed four federal grants totaling $4,615,291 and seventeen state grants totaling $7,419,302, reflecting significant outside investment in Hoquiam’s infrastructure, public services, and community priorities.
“This clean audit reflects the City’s commitment to responsible financial stewardship, accurate reporting, and accountability to the residents of Hoquiam,” said Mayor Ben Winkelman. “Our staff works hard to manage public funds carefully, including the federal and state grant dollars that support important projects and services throughout the community.”
The City’s 2025-2026 biennial budget totaled $146,269,272. As part of its financial reporting process, the City also implemented Governmental Accounting Standards Board Statement No. 101, Compensated Absences, as required by the Cash Basis Budgeting, Accounting and Reporting System (BARS) Manual.
